RTD has been so setting things up to tie up his years on the show into one great self-contained unit, that the Time Lords just had to be the last thing to be re-introduced. Moffat is going to have a completely blank slate to do his stuff on : new Doctor, new companion, new credit sequence, new Tardis interior...
